Auto Substantiation Registration for Drug Store/Pharmacy Merchants - MCCs 5912 & 5122 (2009)  

Effective June 30, 2009, the IRS has mandated that Drug Store and Pharmacy MCCs register with SIGIS (Special Interest Group for IIAS Standards) in order to continue to process Flex Spending Account (FSA) and Healthcare Reimbursement Account (HRA) debit cards.  SIGIS requires specific information to be supplied by the merchants, as it relates to their Acquirers and the merchant identification numbers (MIDs), for the 90% Rule Program. Merchants that are not registered may receive declined messages from the card issuers when these transaction types are attempted.  Merchants should be directed to the SIGIS website to register online for the appropriate program.
